Duterte probe of corruption in PCSO to be swift – Palace

Bong Go MANILA, Philippines — Malacañang on Monday said President Rodrigo Duterte’s investigation of corruption in the Philippine Charity Sweepstakes Office (PCSO) would be swift, holding out hope of an early return of the agency’s gaming operations that he ordered closed during the weekend. The shutdown has left thousands of small investors suddenly out of business and their employees without jobs. As of Monday, police had padlocked 30,284 PCSO gaming outlets. Presidential spokesperson Salvador Panelo gave assurance of an early conclusion to the investigation, noting that the President worked fast and wanted to get to the bottom of a “grand conspiracy” in the PCSO that led him to order the immediate closure of lotto, small town lottery (STL), Peryahan ng Bayan and Keno. MANILA-  (UPDATE)  The ban on all gaming schemes of the Philippine Charity Sweepstakes Office (PCSO) will stay until the government finishes its investigation into alleged corruption within the state gaming regulator, Malacañang said Monday. President Rodrigo Duterte will  identify  all personalities involved in the massive corruption within the PCSO "in due time," his spokesman Salvador Panelo said.   "Sa ngayon kasi sabi nga ni Presidente iniimbistigahan niyang maigi. NATION Nationwide inventory of PCSO-related cases kicks off

MANILA, Philippines – Court Administrator Jose Midas Marquez on Monday ordered all judges and branch clerk of courts nationwide to do an inventory of all pending cases involving the Philippine Charity Sweepstakes Office (PCSO) and inform him of its status. “The PCSO cases report form shall be submitted on or before August 15, 2019 accompanied by a certification from the Judge and Branch Clerk of Court concerned. Strict compliance is hereby enjoined,” read the Office of the Court Administrator Circular. The order was issued in view of the “serious allegations of massive corruption” involving small town lottery and other gaming franchises by the PCSO. Marquez said some cases have already reached the courts. The Court Administrator said he issued the circular after discussions with Chief Justice Lucas Bersamin.

Aired late night on Friday, July 26, the video was a surprise to many. Even more so when the next day, PCSO officials said they would ask the President to reconsider his order, indicating they did not agree with it and would have likely advised against it. So what triggered Duterte's blanket order? A source close to the President said that while Duterte has long raged over PCSO corruption, what drove him to issue a new directive was word that allegedly corrupt PCSO officials and employees were fighting a PCSO board decision to reassign them to another sector.

If the intention is to stop gambling altogether, then all forms of gambling, including the PAGCOR-regulated games like casinos and online should have been included. Since it doesn’t appear that way, then lotto outlets should have been spared since there are no reports of revenue cheating as far as lotto operations are concerned because they are computerized and automated and therefore closely monitored – unlike STL where PCSO, for millions of reasons, has consistently resisted to make it more transparent and foolproof. CITY OF ILAGAN –– Lotto bettors and outlet operators here on Saturday were surprised by President Duterte’s order to stop all gaming activities under the Philippine Charity Sweepstakes Office. Lotto outlet teller Solita Delos Reyes, who oversees a shop at the Northstar Mall in Alibagu village here, said she was told by her employer that Mr. Duterte’s order was official and that they had to immediately stop their operation. “Wala nang kita, wala pang suweldo, sarado kami eh (No income, no salary. We are already closed.),” she told the Inquirer. Bettors who queued at lotto outlets said they were also shocked to learn about the nationwide crackdown on PSCO gaming activities. Felix Cuntapay said he was supposed to play for the jackpot prize after getting three correct numbers during last night’s game. PCSO cuts medical help for poor of Negros Occidental

BACOLOD CITY –– The medical assistance for indigent patients provided by the Philippine Charity Sweepstakes Office (PCSO) in Negros Occidental has been reduced from P211,200,000 to P133,056,000. The reduction took effect last April 15, PCSO acting branch manager Jose Manuel Villagracia said. The amount, he said, was cut to raise funds for indigent patients at the Corazon Locsin Montelibano Memorial Regional Hospital (CLMMRH) in Bacolod City and other poorer areas in the Philippines. The fund allotted for the CLMMRH was increased from P100,000 a day (22 days a month) to P245,000 a day retroactive to January. This means CLMMRH would receive P64,680,000 or an increase of P38,280,000 this year from PCSO, he said. The PCSO was releasing P800,000 a day in assistance in Negros Occidental up to April 14, when the amount was reduced to P504,000 a day, retroactive to January 1, Villagracia said. That means the PCSO Negros Occidental branch would be releasing a reduced amo
